Dear Friends and Neighbors,

Welcome to the April edition of our newsletter! As spring blossoms across our district, I'm excited to share some highlights and opportunities with you.

As the Vice Chair of the Latino Caucus, I hosted the very first Latino Caucus Tour in Assembly District 39. It was an incredible experience and a meaningful opportunity to showcase our region while engaging in important conversations about the challenges and opportunities facing our communities. We're grateful to everyone who helped make it a success.

April is also a time to focus on growth, opportunity, and access. Below, you'll find updates on our continued legislative efforts to uplift and support our district.

Gypsy Dreams, A Fleetwood Mac Tribute, is Rockin’ the Palmdale Playhouse
PALMDALE, CA — Get ready to be swept away by the timeless sounds of Fleetwood Mac! On Friday, May 9 at 7:30 p.m., the Palmdale Playhouse, located at 38334 10th St. East, will host Gypsy Dreams — a tribute band that perfectly captures the essence of one of rock’s most iconic legends.

“I can’t think of a better way to celebrate Mother’s Day and the women in your life than with a night honoring the music of Stevie Nicks,” said Mayor Richard J. Loa. “The Playhouse is the perfect setting to relive the magic of Fleetwood Mac’s unforgettable hits.”

Whether you’re a long-time fan of Fleetwood Mac or someone experiencing their sound for the first time, this concert promises to be an enchanting performance that will resonate with all ages.

“There’s always something for everyone at the Playhouse,” said Mayor Pro Tem Laura Bettencourt. “I can’t wait to see it filled with fans who are ready to ‘go their own way’ and experience the magic that Gypsy Dreams brings to the stage.”

City of Palmdale Invests in New Public Works Equipment to Improve Service and Quality of Life
PALMDALE, CA — The City of Palmdale has approved the purchase of four new vehicles for its Public Works department, a strategic investment that will expand essential services, improve operational efficiency and further enhance the quality of life for residents.

With newer and more efficient equipment, the Community Preservation Program team will be able to address graffiti the same day or within 24 hours and address illegal dumping within three days. This equipment will also allow for Public Works to fully fill in potholes, completely transforming Palmdale’s streets and roadways.

The new fleet additions include two Roadline GPMT Graffiti Removal Trucks, one Kenworth T880 Super 10 Dump Truck, one Petersen Lightning Loader and one PB Loader B-5 Asphalt Truck. The total investment, not to exceed $1.27 million, was allocated through the City’s Fiscal Year 2024-25 budget.

“These new vehicles are more than just equipment — they’re an investment in the safety, cleanliness and long-term maintenance of our neighborhoods,” said Mayor Richard J. Loa. “Our Public Works team plays a vital role in keeping Palmdale moving forward, and this fleet expansion provides the tools they need to serve our community with excellence.”

First Public Hydrogen Appoints Lorraine A. Paskett as Chief Operating Officer
Lancaster, CA – First Public Hydrogen (FPH2) is proud to announce the appointment of Lorraine A. Paskett as its Chief Operating Officer (COO). With over two decades of executive leadership across California’s energy and water sectors, Paskett brings a deep well of experience in public and private infrastructure development, clean energy project execution, and government affairs.

“Lorraine’s leadership and experience at the forefront of the energy transition make her a tremendous addition to the FPH2 executive team,” said R. Rex Parris, Chairman of First Public Hydrogen. “Her background in public utilities, clean hydrogen development, and sustainability strategy uniquely positions her to lead FPH2’s operations as we build out the nation’s first public hydrogen utility.”

“We are fortunate to have recruited Lorraine,” added Jack Brouwer, board member of FPH2. “She is such an accomplished, intelligent, and impactful leader who has been working in the municipal utility, regulated utility, renewable energy, and hydrogen industries for years. Lorraine’s proven understanding of the technology and policy hurdles that we face, and her proven abilities to manage and guide people and technology advancement through to widespread deployment, will be very significant to our success at FPH2.”

“She is one of California’s most strategic minds in clean energy,” said Robert M. Hertzberg, former Senate Majority Leader and FPH2 board member. “Lorraine brings policy fluency, executive experience, and a sense of urgency in meeting the moment by scaling the clean hydrogen economy.”

The California Poppy Festival™ Returns This Weekend !
Celebrate the magic of spring and join us for the annual California Poppy Festival™ in Lancaster! Join us from April 25-27 at the AV Fair & Event Center for three days of thrilling rides, electrifying entertainment, delicious eats, and fun for the whole family!

Join us at the Grandstand Arena for three days of daring stunts, including Figure 8 racing, demolition derby, and a monster truck show. For the thrill seekers, make sure to buy your wristbands for unlimited rides all day long, brought to you by Helm & Sons Amusements. This year’s jam-packed weekend will also have live performances on the Poppy Main Stage from On Tap, West Bound 66, Grupo Bella, Tabu, and so many more!

Palmdale Partners with Union Pacific Railroad and Caltrans to Address Graffiti with Measure AV Funds
PALMDALE, CA — The City of Palmdale is proud to announce the successful completion of a 6,608-square-foot graffiti removal project. This collaborative effort between the City, Union Pacific Railroad, Waste Management and Caltrans District 7 eliminated graffiti, blight and illegal dumping within shared jurisdictional boundaries.

“We are grateful for the hard work of all parties involved,” said Mayor Richard J. Loa. “This tremendous undertaking demanded the cooperation of many agencies, and we are very pleased with the outcome. Thanks to Measure AV, the City was able to provide the necessary supplies and equipment to ensure this project’s success.”

Funded by Measure AV, this endeavor utilized numerous skilled workers, 70 gallons of paint and 5 hours of collaborative labor. Caltrans provided a closure detour on Highway 138/Fort Tejon from 47th Street East to Avenue T, while Union Pacific Railroad provided railroad flaggers for the operation and the Community Preservation Program and Streets Team provided the labor, materials and equipment to paint the bridge and clean the illegal dumping around the area.

Palmdale Seeks Members to Serve on Mobile Home Park Rental Review Board
PALMDALE, CA — The City of Palmdale is accepting applications for four members to serve on the Mobile Home Park Rental Review Board for a two-year term set to expire in June 2027.

“We are seeking engaged individuals who are motivated to bring critical developments to the mobile home rental process,” said Mayor Richard J. Loa. “Those appointed will be responsible for the implementation and approval of changes to mobile home renting, an essential service that supports affordable housing in our community.”

The five-member board meets annually each February, with additional meetings scheduled as needed. Members receive a monthly stipend of $100, while the Chair receives $150.

“We are excited to see this board come together and begin its important work,” said Mayor Pro Tem Laura Bettencourt. “The decisions made by this board will help ensure stability, affordability and transparency for residents who rely on mobile home living.”
