Calling All Performance Artists: Palmdale is Seeking Talent for Sam Yellen Park Expansion
PALMDALE, CA — The City of Palmdale is looking for performance artists to showcase their talents at the new Gathering Plaza at Sam Yellen Park. The selected artist will perform original works during weekend events in September and October to showcase Sam Yellen Park following a massive expansion paid for by Park Development, Measure A and Measure AV funds.

“This performance series represents an exciting opportunity to open our new public space with vibrant, community-focused art,” said Mayor Richard J. Loa. “These artistic engagements will not only enrich the visitor experience at Sam Yellen Park but also strengthen the cultural identity that uniquely defines Palmdale. By fostering creativity and connection, we are transforming our park into a vibrant hub of inspiration and pride.”

The selected artist or group will develop and perform a series of original, engaging and family-friendly shows. The performer(s) must reside in Southern California and be at least 18 years old. The selection panel will evaluate submissions based on artistic quality, community relevance, professional qualifications, experience and ability to work as part of a project team. Artist’s fees and expenses, such as design, development, transportation and lodging will be covered up to $18,000.

The 40th Annual All-Media Juried Art Exhibition Opening at MOAH:CEDAR
Lancaster, CA - The Lancaster Museum of Art and History (MOAH) and MOAH:CEDAR are pleased to host the 40th Annual All-Media Juried Art Exhibition. The exhibition will be open from June 7 through July 20, 2025, at MOAH:CEDAR. An opening reception will be held on June 7, 2025, from 4 to 6 p.m., with the awards ceremony taking place at 6 p.m. down the street at MOAH’s Main Gallery. The Annual All-Media Art Exhibition showcases regional creative talent from around the 5th Supervisorial District of Los Angeles County and the Antelope Valley.

Visitors will have a chance to cast their vote for their favorite work in the People's Choice Awards competition. Attendees can submit one vote per visit during the exhibition run, which is open through July 20, 2025. Over $1,000 in prizes will be awarded to selected artists, made possible by the Lancaster Museum and Public Art Foundation, local businesses, community organizations, elected officials, and generous sponsors.

This year, local artists may opt in to be considered for the Creative Pollination Fellowship Award. The winning artist will be provided with a stipend to host a Creative Pollination Workshop, in which they will work with MOAH staff to organize a presentation on their artwork or techniques and present it to the public. Previous Creative Pollination gatherings and guest speakers can be viewed at moahcedar.org/creative-pollination. This year's jurors include Steven R. Calzada, an artist and educator; Samantha Herrerra, Curator of Exhibits at the Ontario Museum of History and Art; and Stephanie Sherwood, a Los Angeles-based artist and curator.

Now in my third year, I remain committed to uplifting the voices of the Antelope Valley and Victor Valley, and to advancing policies that bring meaningful change to the families and neighborhoods that make our region so special.

In this edition, you'll find updates on five important bills I've authored this session, focused on creating opportunity and addressing urgent needs in our district. We're also proud to recognize this year's Latino Spirit Awards, celebrating Californians whose work embodies resilience, culture, and community impact.

Palmdale Seeks Members to Serve on Mobile Home Park Rental Review Board
PALMDALE, CA — The City of Palmdale is accepting applications for four members to serve on the Mobile Home Park Rental Review Board for a two-year term set to expire in June 2027.

“We are seeking engaged individuals who are motivated to bring critical developments to the mobile home rental process,” said Mayor Richard J. Loa. “Those appointed will be responsible for the implementation and approval of changes to mobile home renting, an essential service that supports affordable housing in our community.”

The five-member board meets annually each February, with additional meetings scheduled as needed. Members receive a monthly stipend of $100, while the Chair receives $150.

“We are excited to see this board come together and begin its important work,” said Mayor Pro Tem Laura Bettencourt. “The decisions made by this board will help ensure stability, affordability and transparency for residents who rely on mobile home living.”

Statement on Status of Local Recall Submission
Lancaster, CA – As of May 20, 2025, the May 2, 2025, submission of documents seeking the recall of Mayor R. Rex Parris has officially expired. Under the California Elections Code, the recall proponents were required to submit the next phase of recall paperwork within a specific timeframe following the City Clerk and Elections Official’s written statement of required alterations to the form of petition submitted by the recall proponents. That deadline has passed without the proponents submitting the required revised form of recall petition.

As previously noted by the City Elections Official, the May 2, 2025, recall submission failed to comply with the requirements set forth in the Elections Code. These failings, and the necessary alterations to bring the form of recall petition into compliance with the Elections Code, were identified during the formal review process, and a written statement of required alterations was provided to the proponents.

No new or corrected recall documents have been timely submitted to the City Clerk/Elections Official. As such, the May 2, 2025, recall is no longer in effect, and there is no active recall process at this time. Any future recall effort would need to restart the process in full and meet all legal requirements set forth in the Elections Code.

Palmdale Seeks Applicants for Measure AV Oversight Committee
PALMDALE, CA — The City of Palmdale is accepting applications to fill multiple vacancies on the Measure AV Oversight Committee, a vital citizen-led body that ensures sales tax funds are properly allocated and used.

Measure AV, approved by voters in November 2020, established a three-quarter-cent local sales tax dedicated to supporting essential City services, including public safety, parks and neighborhood improvements.

“The Measure AV Oversight Committee ensures taxpayer dollars are being used exactly as promised to voters,” said Mayor Richard J. Loa. “Measure AV has provided important funding to our City. The oversight committee plays an essential role in maintaining trust and ensuring transparency in how these funds are spent.”

Committee members serve two-year terms, with the actual term to be determined once appointed. The committee is scheduled to meet every other month on the fourth Wednesday at 5 p.m. in the City Hall Council Chamber. Members receive $100 per meeting; the Chair receives $150 per meeting.

Palmdale Forges Path to a Thriving Future with Inaugural Prevention Summit
PALMDALE, CA — The much-anticipated Many Voices, One Vision Prevention Summit ignited collaborative change on April 30 and May 1, successfully drawing in over 200 attendees from Palmdale and across the Antelope Valley. The inaugural event, hosted at the Palmdale Oasis Recreation Center, was a catalyst in creating real solutions for community health and vitality.

Over the one-and-a-half-day event, the summit featured interactive workshops, guest speakers, action planning sessions and a showcase where participants could learn about local and regional prevention programs.

“This was more than a conference,” said Mayor Richard Loa. “The summit dismantled the silos that too often exist within communities. Individuals and organizations are making significant strides in improving the wellbeing of Palmdale and the Antelope Valley, but true change emerges when we combine our efforts.”

Expert facilitators, Louis Alloro and Talma Shultz of The Wellbeing Lab powered by Champions of Change, guided attendees in addressing critical areas such as mental health, substance abuse, violence prevention and financial insecurity, all aimed at preventing further illness, disease, addiction and other challenges. Using an Appreciative Inquiry approach, they took participants through a transformative process of discovering strengths, dreaming about the future, designing proactive strategies and ultimately delivering the necessary changes to foster a healthier and more resilient community.
