| A Message from the Mayor: Preparing for This Week’s Storm |
Dear Lancaster Community,
As we head into Christmas week, weather forecasts are calling for a multi-day storm system bringing periods of heavy rain and high winds beginning Tuesday afternoon and continuing through Saturday evening. While this storm may build over several days, I want to assure you that the City of Lancaster is fully prepared and taking proactive steps to keep our community safe.
Our Public Works teams have cleared storm drains citywide and will be on standby 24/7 throughout the duration of the storm to respond quickly to any issues. City staff are coordinating closely across departments and with regional partners to monitor conditions and address concerns as they arise.
If you encounter flooding, debris, or any storm-related hazard, please call our Public Works 24/7 Hotline at (661) 723-5985. Reporting what you see helps us respond faster and prevent further damage.

| MISAC Names Palmdale Among California’s Leaders in Municipal IT Practices |
The City of Palmdale is proud to accept the award for Excellence in Information Technology Practices from the Municipal Information Systems Association of California (MISAC). The recognition places Palmdale among a select group of municipalities statewide that achieved this distinction.
The honor recognizes local government agencies that meet or surpass MISAC’s high standards in IT governance and operations, reflecting exceptional performance. It conducted a rigorous peer-review evaluation, which examined Palmdale’s commitment to 11 categories, including strategic planning, budgeting, project management, disaster preparedness and cybersecurity.
“This recognition reflects our IT division’s commitment to running operations with the same level of excellence we expect across every City function,” said Mayor Pro Tem Laura Bettencourt. “Strong governance, smart planning and sound policies might not be visible to the public, but they’re the foundation that allows us to innovate and deliver superior service. What sets great cities apart is often what happens behind the scenes and this award confirms that Palmdale’s approach to technological leadership positions us to serve our community well into the future.”

| Sam Yellen Park Expansion and Community Preservation Program Earn Top Regional APWA Recognition |
The City of Palmdale is thrilled to accept two prestigious awards from the American Public Works Association (APWA), including a major victory from the APWA Southern California Chapter for its groundbreaking Community Preservation Program, where Palmdale came out on top against Los Angeles County’s significantly larger cities. The City also earned top honors from the APWA High Desert Branch for Phase II of the Sam Yellen Park expansion. These two awards showcase Palmdale’s leadership in finding innovative solutions and creating extraordinary spaces.
This year, competition in the Southern California Chapter was fierce. There were nearly 200 projects submitted for review from more than 75 different agencies. The level of competition, innovation and collaboration was substantial. For Palmdale to be selected as the recipient is a testament to the City’s dedication, ingenuity and service to the community.
The Community Preservation Program is the first of its kind in the Antelope Valley and completely revolutionized how Palmdale tackles quality-of-life issues. The program revamped how teams respond to graffiti, how dispatchers coordinate efforts and how quickly residents see results. Response times plummeted from one week to just 48 hours.
Palmdale didn’t stop there. Developed by listening to feedback from residents and funded by Measure AV, this innovative initiative attacks illegal dumping and homelessness with a one-two punch of action and compassion. The program protects against the damaging effects of illegal dumping by quickly restoring Palmdale’s beautiful desert landscape. Staff work to end the cycle for individuals experiencing homelessness by connecting them to real help and critical services through supportive outreach. The collaborative effort with Los Angeles County, nonprofit organizations and neighbors caused reviewers at the APWA Southern California Chapter to take notice and award Palmdale this prestigious honor.

| FPH2 Seeks Stationary Power & Microgrid System Integration Partners |
First Public Hydrogen Authority Opens RFQ for Energy Resilience and Infrastructure Support
The First Public Hydrogen Authority (FPH2) has released a Request for Qualifications (RFQ No. 01-25) seeking experienced firms specializing in stationary power, distributed energy storage, system integration, and microgrid solutions. The RFQ invites qualified partners to support future clean-energy and resilience projects across California, with submissions accepted on a rolling basis through the PlanetBids portal.
FPH2 is launching this rolling RFQ to build a strong roster of qualified partners capable of delivering community-scale, hydrogen-enabled energy systems. As California faces increasing reliability challenges and ambitious decarbonization goals, FPH2 is expanding into stationary power and microgrids, critical infrastructure for enabling long-term energy resilience.
“FPH2 is preparing for a new phase of deployment, one where hydrogen, storage, and distributed generation work together to strengthen reliability for entire communities,” said FPH2 Chairman R. Rex Parris. “This RFQ helps us identify partners who can deliver the practical, innovative solutions California needs right now.”

| Assemblyman Lackey's Student Art Show - DEADLINE TOMORROW |
The Deadline is Tomorrow!!!! Be sure to get your entry in before 5pm!
This competition is open to all California public, private or home-schooled students that reside in the 34th Assembly District. Students from Kindergarten through 12th grade and Special Education Students are eligible to enter.
The Theme this year is "California of the Future" and it can be depicted as a landscape, portrait or still life.
Please share this with your student or a student you know, so that they can enter their work of art by the deadline of December 12th at 5 pm.
