Announcements March 2024

The City of Lancaster Launches New Initiative to Create Safer Shopping Experience
Lancaster, CA - This spring, the City of Lancaster launched an initiative aimed at mitigating retail theft and improving the safety and experience of shoppers at Lancaster retail stores. It’s called the “Safer Shopping Initiative,” in partnership with the Los Angeles Sheriff’s Department. It includes increasing police presence, enhancing surveillance, and other changes to improve the overall shopping experience for the entire family.

“We heard you, and we are thrilled to be working closely with our community to create a better and safer Lancaster,” said Mayor R. Rex Parris. “Our Safer Shopping Initiative has already yielded positive results with 16 arrests and one gun recovered during a recent joint operation between our Lancaster Police Department and the LASD. We are committed to continuing our efforts to enhance public safety and ensure a better future for our City.”

Several of the 16 arrests included felony crimes. The community has felt the sting of these thefts in the past years, and last week’s operation started with their feedback and tips. In conjunction with ongoing safer shopping operations by law enforcement, the City’s Police Department recently surveyed residents to gather insights from the community and their experiences. The feedback gathered from more than 150 respondents already and will continue to play a critical role in informing improvements tailored to Lancaster’s specific needs.

Lancaster Police Department Cracks Down on Illegal Senior Home Operations
Elderly Individuals Removed From Inhumane Conditions

Lancaster, CA. March 21, 2024 — In a continuing effort to safeguard our community's most vulnerable, the Lancaster Police Department, under the direction of Chief Rodrick Armalin, successfully conducted a critical operation on Thursday to shut down another illegal senior home operating within the City of Lancaster. This is the second operation to dismantle the illegal senior homes operating in our City, with the first operation successfully completed late last fall.

Mayor R. Rex Parris commented on the operation, stating, "It is utterly unacceptable that anyone would prey on our senior citizens, exploiting them for profit. This recent operation underscores our unwavering commitment to the safety and dignity of all Lancaster residents. I commend the dedicated officers and public safety personnel for their diligent efforts in bringing these back-alley operations to light."

Lancaster Commission Approves Element Resources Green Hydrogen Production Facility
Lancaster, CA - The City of Lancaster, California, is proud to announce that the Lancaster Planning Commission has approved Element Resources’ Lancaster Clean Energy Center—a renewable hydrogen production facility utilizing photovoltaic (PV) solar for its power supply.

In 2023, the City of Lancaster and Element Resources announced a new Memorandum of Understanding (MOU) to formalize their partnership. The Lancaster Clean Energy Center is only one step in a long plan to collaborate on developing Lancaster’s renewable hydrogen infrastructure, supplying hydrogen locally, and working with other partners to expand the broader hydrogen supply chain. Beyond this, the energy center will bring about 35 new high-paying, permanent jobs to the people of Lancaster and hundreds of highly skilled union positions during the construction phase.

The center will be divided into two sites: the first at 442 acres and the second at 896 acres. Six-hundred-fifty megawatts (MW) of ground-mounted PV solar arrays will power the center with an additional 330 MWh of long-duration battery energy storage to provide power during times of low solar output. The renewable hydrogen production plant will incorporate 400 MWe of hydrogen production and liquefied and gaseous hydrogen storage. On-site, there will be two cylindrical tanks and three spherical liquified hydrogen storage tanks, facilities for filling hydrogen transport trailers and zero-emission hydrogen vehicles and trucks, control and office buildings, warehouse and service buildings, and cooling towers.

Lancaster Promotes Community Safety with Ring Camera Giveaway
Lancaster, CA. March 18, 2024 — The City of Lancaster is proud to announce the success of a recent Ring Camera giveaway event held on Thursday, March 14, at Cedar Center for the Arts. The City purchased 800 cameras to be distributed to eager residents, marking a significant step in the City's commitment to community safety through technology. The giveaway was announced via a mailer distributed to all residents, sharing information about the City’s latest public safety programs. Residents who qualified for the giveaway were invited to Thursday’s distribution event.

"In our pursuit of a safer Lancaster, every step forward is a testament to our community's dedication. The success of our recent Ring Camera giveaway echoes our commitment to leveraging technology for the betterment of all. Together, we're not just building a 'dome of protection,' but a fortress of unity and security,” said Mayor R. Rex Parris. “Let's continue to empower each other, safeguarding our homes and neighborhoods, as we forge ahead with our Digital Shield Initiative."

This giveaway event is a small part of the City's recent Digital Shield Initiative, aimed at utilizing innovative technology to create a ‘dome of protection’ over Lancaster. By providing households with Ring Cameras, Lancaster provides a resource to empower citizens, fostering a safer community for everyone. Residents embraced the opportunity to bolster their home security, with more than 800 respondents to the giveaway application.

Robust Collaborative Operation Against Illegal Cannabis Cultivation Operations
Lancaster, CA - In an essential operation on Thursday, the City of Lancaster, in close coordination with the California Department of Cannabis Control, California Tax and Fee Administration, and LA County Fire Health Hazardous Material Division, took decisive action against illegal cannabis grow houses within the community. This operation is part of a series of ongoing efforts by the City to address and mitigate the hazards associated with unlawful cannabis cultivation. During today’s enforcement operation, 2 illegal cultivation operations were served search warrants. The final totals from the operations will be available in a couple of days.

Illegal cannabis cultivations pose significant environmental and safety hazards, including an increased risk of fire and substantial energy consumption. Such operations, often linked to organized crime, not only endanger the physical safety of neighborhoods but also lead to severe health risks due to the use of dangerous pesticides and the potential contamination of properties with hazardous chemicals.

Mayor R. Rex Parris commented, “Our commitment to the safety and well-being of Lancaster’s residents is unwavering. This operation is critical in our ongoing efforts to rid our community of these hazardous sites. We will continue to work diligently to ensure our City is safe for all families and individuals. This is not about the morality of cannabis consumption; it is about keeping families safe.”

AFFORDABLE CONNECTIVITY PROGRAM TO END SOON BARRING CONGRESSIONAL ACTION
Program Connecting Nearly 23 Million Rural, Suburban, and Urban Households to
Broadband Will Stop Enrolling New Applicants on Feb. 7 as Funding Cliff Nears

WASHINGTON, January 11, 2024—Affordable Connectivity Program funding is expected to last through April 2024, running out completely in May, barring further Congressional appropriations. Without funding to continue, this critical broadband connectivity program must cease accepting new enrollments early next month. The end of this historic broadband affordability program means that nearly 23 million households across the country are at risk of losing internet access.

The Federal Communications Commission today released an Order detailing the wind-down of the ACP, which will stop accepting new enrollments on February 7, 2024. By January 25, broadband providers will send an initial notice to all of their ACP subscribers that previews the possible end of the ACP and the impact on the households’ broadband bills once the ACP benefit is no longer available.

“We have successfully connected millions upon millions of households to broadband services. The Bipartisan Infrastructure Law established a historic and unquestionably successful program to make broadband affordable, and we now appear on the brink of letting that success slip away,” said FCC Chairwoman Jessica Rosenworcel. “Disconnecting millions of families from their jobs, schools, markets, and information is not the solution. We have come too far with the ACP to turn back.”
